It is an offence to use powered transporters on the pavement. By section seventy two, Highway Act 1835 it can be an offence to ride on or to guide or draw a carriage on the pavement. This rule relates to almost all vehicles, with Unique legal exceptions for mobility scooters and wheelchairs.
